===Beginnings as a burglary ring=== From the 1950s through the 1970s, members of the network were associated with burglaries and theft operations along the [[East Coast of the United States]]. Although much of the activity centered on the Philadelphia area, members also operated outside the city. The organization was described as a loose coalition of crews rather than a centrally controlled hierarchy. Several prominent crew chiefs held influence over independent groups, giving the network a largely horizontal structure.
