Later histories describe Rochester as a crew managed for Buffalo by Jake Russo before the Valenti brothers developed a separate local power base.<ref name="RochesterHistory">[https://www.americanmafia.com/Cities/Rochester.html “Rochester Family”], ''AmericanMafia.com'', historical city overview.</ref> Constenze “Stanley” Valenti and his brother Frank attended the 1957 Apalachin meeting. In the investigation that followed, the New York State Investigation Commission questioned both men about the gathering. Contemporary reporting described their contempt proceedings and identified them as significant Rochester underworld figures.<ref name="NYTValenti">[https://www.nytimes.com/1959/03/26/archives/2-brothers-lose-apalachin-plea-valentis-must-stay-in-jail-answers.html “2 Brothers Lose Apalachin Plea”], ''The New York Times'', March 26, 1959.</ref> Some historical summaries call Stanley the recognized boss of a Rochester family by this period.<ref name="RochesterHistory" /> Other accounts continue to describe Rochester as subordinate to Buffalo until Frank Valenti later declared independence. Because those narratives conflict, neither a 1957 nor a 1970 founding date is treated as a formal charter date.
