Gagliano was born in Corleone and entered the East Harlem environment of laundries, feed businesses, construction companies and Mafia relationships connected with Gaetano Reina. Association in the Baff case and shared Corleone origin do not supply a complete early membership roster. They establish that Gagliano belonged to the social and criminal environment from which the separate Reina borgata developed.

By the 1920s, Gagliano and his relatives or associates held interests in construction and hoisting.
